While for the post of vice chairman, also elected civilian leaders of Zoemrotin K Susilo (Vice Chairman I), and KH Salahuddin Wahid (Vice Chairman II). Abdul Hakim is the fifth Chairman of the Commission. Previously was Ali Said, Munawir Sjadzali, Marzuki Darusman, and Djoko Soegianto. Abdul Hakim said that, since elected as Chairman of the Commission, he would spend more time to realize the vision and mission of the Commission to the front. When in the middle of the road he did not succeeded in realizing such determination, he promised to resign as chairman.
"Leadership is a collective Commission. We build with like up the mountain. If in the middle of the road I was tired can be replaced by others that could move faster," he said. According to Abdul Hakim, who exactly would be a serious problem is the problem of funds. Government assistance of about USD 3 billion a year is not enough to be felt for the operational activities of Komnas HAM.
Advocacy and Human Rights
Abdul Hakim had become an activist since high school, in the activities of the Indonesian Muslim Students (PII) branch of Pekalongan. He was born and raised in a family of batik traders who are religious. Her father was a member of Muhammadiyah. Because his father subscribed to five to seven newspapers, since his youth he was accustomed to read politics and government information.
It was motivated to study hard despite his extended family's financial condition only mediocre. When primary school (SD Muhammadiyah in Pekalongan), seventh child of 14 siblings had to walk five miles round trip. Graduate school in 1965, he went to junior high school Muhammadiyah (graduated 1968) and SMA Muhammadiyah (graduated 1971) is also in her hometown of Pekalongan, Central Java.
Then he got unemployed for one hanun after high school graduation. Before finally entered Faculty of Law (graduated 1978). In college, he was active as a volunteer at the Legal Aid Institute (LBH) Jakarta, Division of Human Rights.
After reaching S1 from FHUI, he continued his study of international civil law specialist at the University of Washington, USA with a LLM degree (1981). Then he was still acting in LBH. His career in climbing up LBH Director Jakarta Legal Aid Institute (1984-1987) and Chairman of the Legal Aid Foundation of Indonesia (1987-1993). Previously (1986-1992) he served as Chairman of the Yayasan Indonesia Forum for the Environment.
For most of his career he served in the field of advocacy and human rights. Besides the LBH he also served as Chairman of the International NGO Forum in Indonesian Development (INFID) (1989-1994). He also founded the Foundation Studies and Advocacy (Elsam), and was chairman for the first time (1993-1999).
In the midst of busy life as a lawyer who handles large cases, such as Tanjung case, in 1985 and the 27 July 1996, he still took the extraordinary professor of economic law at the UI.
In addition, he also devoted himself as Vice Chairman of the Drafting Team Human Rights Court Law, department of justice and human rights (1999), Vice-Chairman of Team Draft Truth and Reconciliation Commission, department of justice and human rights and the Revision Team Member State Hazard Reduction Bill, the Department of Defense (2000).
Until then (September 2002), husband Kinasih Isjana Karna (Nursjahbani Katjasungkana younger brother), was elected as Chairman of the Commission 2002-2006 period, replacing Djoko Soegianto.
